Service Eligibility, Emergency Policy & Intensive Issue Guidelines

Moe Webb Corporation is committed to supporting seniors and disabled adults with essential services that promote safety, stability, and dignity. To ensure we can serve our community effectively and responsibly, we follow specific guidelines when reviewing assistance requests. These guidelines help us determine what qualifies as an emergency, what issues we can assist with, and what situations fall outside our scope.
What Counts as an Emergency
An emergency is a sudden, unexpected situation that creates an immediate health, safety, or stability risk for a senior or disabled adult.
Emergencies include:
Utility shutoff notices with deadlines within 48–72 hours
Sudden pest infestations that pose health risks
Unsafe living conditions caused by unexpected events
Medical‑related utility needs (electricity required for medical devices)
Sudden financial hardship preventing access to essential services
Emergencies do not include:
Issues that have been ongoing for months or years
Problems that have gradually worsened over time
Situations requiring long-term remediation
Cases without documentation or proof of urgency
Emergency assistance is not guaranteed, but priority is given to clients facing immediate risk.
Intensive Issues (Not Eligible for Assistance)
Some situations require extensive treatment, multiple visits, or high‑cost remediation due to the issue being unaddressed for a long period of time. These are considered intensive issues, and Moe Webb Corporation is unable to assist with them.
An intensive issue includes:
Problems that have existed for months or years
Issues that worsened due to lack of action
Conditions requiring whole‑home treatment (kitchen, bathroom, bedroom, etc.)
Cases costing $2,000–$3,000 or more
Situations requiring structural repairs or deep remediation
Any issue that no longer qualifies as an emergency because it did not occur suddenly
Why We Cannot Assist With Intensive Issues
Our programs are designed for sudden emergencies and manageable needs, not long-term or severe problems requiring:
deep remediation
multiple vendor visits
structural or environmental repairs
county-level intervention
specialized agencies
These cases fall outside our funding limits and vendor safety guidelines.
Evaluation Process
Every request undergoes an initial evaluation. During this review, we assess:
urgency
severity
documentation
cost
safety
timeline
whether the issue is sudden or long-term
If the evaluation determines that the issue is intensive, severe, or the result of long-term neglect, we will not be able to provide assistance.
Clients may be referred to:
county health departments
social workers
specialized remediation agencies
long-term support programs
Discount Match Program Eligibility
Our Discount Match Program is available to seniors and disabled adults who qualify for vendor‑provided discounts.
Matching is only available when:
the issue is sudden
the issue is manageable
the issue is not intensive
the issue meets emergency criteria
the vendor offers a senior or disability discount
Matching is not available for long-term, severe, or high-cost issues.
Client Responsibilities
To ensure fair and effective service, clients must:
address issues promptly
provide accurate documentation
follow evaluation guidelines
understand that long-term issues may not qualify
maintain safe living conditions for vendor entry
